A 30% federal tax credit is available for the purchase of a new PV solar power system. You must pay taxes to take advantage of a federal tax credit however.
There is a tax deductible county sponsored financing program available in many of the municipalities in San Diego County that allow homeowners to finance a new solar system. One of the unique benefits of this program is that the payment is made on their property tax bill and customers are not required to qualify with by traditional methods. There are no FICO required.
This program is called PACE financing. In much of San Diego County PACE financing is administered by a program called YgreneWorks.
